Summary Incumbent serves as the Supervisory Distribution Manager (Medical EX) in the Commodities Management Section and provides direct supervision to a group of employees performing at the GS-07 level and below. Responsibilities The Supervisory Supply Management Officer provides administrative and technical supervision necessary for accomplishing the work of the unit. The incumbent has delegated authority and responsibility for the distribution of all medical/surgical supplies throughout The Eastern Colorado Health Care System (ECHCS). Some of the duties includes in this series include, but are not limited to the following: Plan and review all supply/inventory processes, functions related systems to ensure timely and proper distribution of supplies and materials. Conduct short, mid and long-term planning for supply distribution. Plans and directs supply distribution program to ensure the stock levels are maintained, expiration dates are monitored and stock is rotated to limit outdates. Directs and oversees the supply distribution program. Ensures supervisors are informed of new or changed items and supplies and that staff are presented with these in a timely manner. Reviews completed work with Supply Tech Supervisors to ensure instructions on work sequence, procedures, methods and deadlines are met. Resolves supply management issues including receiving requests, clarifying user requirements, explaining delays and expediting deliveries. Work Schedule: Monday - Friday; 7:00am to 3:30pm (You may be required to work holidays and weekends) Telework: Not available Virtual: This is not a virtual position. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 09 position you must have served 52 weeks at the GS 07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of a broad range of supply program relationships and supply chain operations to include: knowledge of specialized methods and techniques to analyze and evaluate the effectiveness and efficiency of medical supply distribution operations to include strategic sourcing and project management as well as the ability to resolve issues and controlling actions in distribution management functions. Knowledge, ability and skill to clearly communicate the formal employee performance management system; ability to evaluate employees work performance and skill to articulate work performance standards; ability to communicate verbally and written informal feedback and periodic employee performance evaluations; knowledge, ability and skill to resolves informal complaints and grievances. Position requires thorough knowledge of materiel management regulations, appropriate acquisition regulations, use standards and cataloging criteria to correctly process commodity and reusable medical equipment requests. Knowledge of fund control point management, budgeting and procurement procedures. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 year of graduate level education. You will be rated on the following Competencies for this position: Technical Competence Managing Human Resources Customer Service Technology Application Reasoning Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is typically sedentary and is usually accomplished while seated at a desk or table. Some walking, standing and lifting of boxes may occur during a normal workday in connection with daily receipt of medical supplies, attendance at meetings, conferences, rounding or while researching files. Items carried or lifted typically are light objects but may weigh as much as 25 pounds.
