Job Description:
Eagle Health LLC is seeking a Financial System Analyst SME II to
join our team supporting Defense Health Agency at Aurora, CO. The
Subject Matter Expert II - Financial Systems Analyst is responsible
for the collection, research and reporting, testing, and overall
analysis of claims processing data within the Oracle Federal
Financial application, specific to the TED Claims Management (TCM)
module. The ideal candidate would be someone who is able to
understand how electronic health records translate into an
accounting entry.Essential Functions and Responsibilities* Analyzes
and develops requirements for moderately complex to complex
financial systems along with coordinating reporting, analysis, and
provides recommendations with the customer* Highly skilled
assistance to budget and financial operations by compiling,
verifying data and establishing information control mechanisms
where necessary.* Provide overall knowledge of Contract Resource
Management (CRM) functional systems and their impact on data
gathering and reporting as it relates to Private Sector Care (PSC).
The ability to facilitate various CRM data calls, projects,
coordination, and on-site training shall also be provided by the
Contractor.* Support and respond to CRM's highly dynamic
environment where undefined tasks to support the regional Managed
Care Support Contracts changes in processes, DOD Comptroller
Financial Management Regulations (DoD FMR), outside Public
Accounting firms, U.S. Treasury policies, annual National Defense
Appropriations' Act (NDAA) changes and mandated technological
upgrades-all tasks that are beyond CRM's control so the
contractor's flexibility is required to meet large multiple
contractual payment timelines and auditor requirements.* Provide
functional and reporting knowledge and support for the following
applications; SAP Business Objects, IBM DB2 Client, and TOAD for
Oracle.* Support of the TED claims processing system used by DHA
and the financial interface to TED maintained data by DHA/ CRM.*
Provide training, as directed by the Government, to ensure support
staff is trained in the most current versions of the applications.*
Execution of custom Oracle Federal Financial fiscal year end
programs specific to TRICARE Claims Management.* Establishes cost
elements and cost element mapping tables for newly implemented
TRICARE healthcare programs.* TRICARE Claims Management setup for
all new and existing Purchased Care Contracts.* Ability to
interpret contract modification language and how those impact the
financial system.* Performs User Acceptance Testing for all TCM
related change requests.* Knowledge of standard query language
(SQL) from beginner to intermediate level of ability to write
queries in order to validate and analyze large datasets.* Other
duties as assigned by supervisorJOB REQUIREMENTSEducation and/or
ExperienceDegree: Bachelor's Degree. Masters Degree or specialized
field certifications, but not required.* Bachelor's Degree from an
accredited university. Master's Degree or specialized field
certification equivalent preferred, but not required.* Five years'
experience in financial management and possess a thorough knowledge
of financial and accounting systems and technological environments
such as with Oracle, the Internet and Client/Server; years of
experience in lieu of education is acceptable* Five years'
experience and ability to work with various departments to ensure
systems continuity and availability for the financial and
accounting department* Ability to develop requirements for a
project from inception to conclusion and is the SME for simple to
moderately complex projects.* Demonstrated ability in the field of
financial management and systems engineering experience* Ability to
oversee the records management process when necessary* Must be able
to interact with all levels of management within the organization.*
Strong analytical and problem-solving skills.* Must be able to
collaborate and work effectively in a fast-paced team environment*
Ability to work independently while balancing multiple priorities.*
Strong SQL writing skills, Excel skills and experience working with
Business Intelligence tools.* Strong written and verbal
communication skills and experience with developing and presenting
topics to senior management* Self-motivated with minimal
oversight.* Computer skills including Microsoft Word, Excel,
PowerPoint, and Outlook.* Must have authorization to work in the
United States as defined by the Immigration Reform Act of
