Job Description:

The Eastern Colorado Health Care System, Nursing Service, is currently recruiting for one (1) Program Specialist at the Rocky Mountain VA Medical Center in Aurora Colorado for a Temporary Detail or Temporary Promotion opportunity not to exceed 120 days. This is a temporary detail/promotion not to exceed 120 days. This temporary detail/promotion can be terminated, extended or may be made permanent without further competition at management's discretion. Supervisory approval/concurrence required. [ "The incumbent serves as a Program Specialist in Patient Care Service (PCS) Administration and reports directly to the Supervisory Program Support Specialist. The incumbent is responsible for analyzing, administering, coordinating, monitoring, planning, data management, program/project management, data analysis, and implementing complex activities for PCS. The incumbent provides a variety of administrative and support duties for the administrative offices in PCS. The primary purpose of this position is to maintain oversight for all programs managed by the Nursing Administration Office for Eastern Colorado Health care System (ECHCS). The Program Specialist, Provides assistance in the management of PCS by supporting the analysis, planning, controlling, and monitoring of financial resources. Performs work in support of specific programs and services provided to an organization including commonly found office functions such as files and records management, publications management or personnel management. Performs office automation duties using software applications such as electronic mail, desktop publishing, calendar, spreadsheet, database, and/or graphics. Integrates several types of software to generate specific working documents and forms such as spreadsheet, database, word processing, desktop publishing, graphics, and other similar products. Prepares technical documents (e.g. PMC requests, memos, VISTA package requests, Manager Self Service requests, HR documents, etc.) as required and provides tutoring for other administrative staff. Serves as point of contact for Sections and IRMS for ADP coordination. Complete all quarterly reviews of those with access/level of access, as well as other action items initiated by OIT within the timeframes indicated. Serves as the organization's liaison on office support services. Plans and coordinates a variety of general office support services in support of the work of an organization, such as requisition, purchase, storage, and maintenance of office supplies stock level; installation, repair, maintenance, and disposal of office equipment, etc. Serves as liaison to central administrative staff on office support services for extensive organizational needs, e.g., schedules and monitors office space renovation project. Performs work in support of general management analysis functions such as manpower/workload studies or resource management services. Performs basic analysis of the data and generates a variety of reports. Develop and maintain procedures for data collection, database management and dissemination. Actively participates in the negotiation, evaluation, and administration of sharing agreements and contracts and serves as the Contracting Technical Representative (COTR). Personal Identification Verification (PIV): Receive, process and forward personal enrollment forms Suitability Section in HR. Functions as primary GSA Purchase card coordinator for PCS. Has the primary responsibility of entering and tracking all personnel actions in WebHR/Manager Self Service. Performs other duties as assigned. Note: This detail can be terminated, extended or may be made permanent without further competition at management's discretion. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
