Job Description:

Responsibilities Under the supervision of the Human Resources
Manager, the incumbent is responsible for assisting in
administering and implementing human resources (HR) programs.
Primary responsibilities may include employee/labor relations,
disciplinary and grievance procedures, staffing (recruitment,
requesting certificates of eligibles and interviewing), workforce
projections, career counseling, the performance evaluation and
incentive awards programs, time and attendance, leave
administration and employee compensation. Local training and
employee development functions include: tracking of mandatory
training compliance and evaluations, the Mentor Program, training
needs assessment/annual training plans and in-service educational
activities, along with educating and assisting staff in the use of
new HR and employee development technologies. Requirements

Qualifications To be considered for the position, you must meet the
following qualification requirements: Education: A Master's or
equivalent graduate degree or 2 full years of progressively higher
level graduate education leading to such a degree or LL.B or J.D.,
if related. Graduate education must demonstrate the knowledge,
skills, and abilities necessary to do the work of the position. OR
Experience: One year of specialized experience equivalent in
difficulty and complexity to the next lower grade level in federal
service. Specialized experience is experience that equipped the
applicant with the particular qualifications to perform
successfully the duties of the position, and this is typically in
or related to the work of the position. Some examples of this
qualifying experience are: Experience and understanding of
pre-employment processing and security requirements and provide
overall support within a human resource operation. Experience in
explaining key personnel policies and ensuring departmental
compliance with all applicable federal, state, and local laws,
rules, and regulations. Experience with career development
including needs assessments, counseling and training employees. OR
Combination of Education and Experience: Have a combination of
education and experience. This experience must have equipped you
with the qualifications to perform the major duties of this
position as described above. Credit will be given for paid and

Additional Information This position IS NOT included in the
bargaining unit The representative rate for this position is
$71,705 per annum ($34.36 per hour) for applicants eligible for law
enforcement officer (LEO) coverage; and $69,379 per annum ($33.34
per hour) for all other applicants. NOTE: Salary ranges for all
grade levels include both LEO and non-LEO salaries. LEO salaries
apply to current LEO employees. Special Conditions of Employment
Section: Appointment is subject to satisfactory completion of a
urinalysis, physical, and background investigation. All applicants
are subject to National Crime Information Center (NCIC) and credit

Current Federal Law Enforcement Employees: Individuals selected who
are under the Federal Employees Retirement System (FERS) or Civil

coverage, individuals must return to a position with "primary"
